No. The FAQ states that cement is not considered a barrier under Directive 083.
The same guidance recognizes cement as the normal means of maintaining hydraulic isolation between porosity intervals.

Current Guidance
Current Directive 083 should be applied with current casing and cementing requirements. Cement quality may support integrity, but the pressure-barrier classification must still satisfy D083.
