The 1994 workshop repeatedly emphasized that waste minimization must occur before any end-disposal option is considered. The workshop adopted the 5 Rs framework - reduce, reuse, recycle, recover, and residue management - and connected waste minimization to both approvals and source management. The current folder does not show a one-off policy preference; it shows the origin of a continuing D051 principle. The same workshop also warned against using disposal classification as a substitute for upstream waste management.

When preparing a Class Ia or Class Ib application, describe what was done before disposal: source reduction, segregation, reuse, recycling, recovery of hydrocarbons or useful materials, and why remaining residue requires disposal. Keep the discussion specific to the waste stream. Avoid generic statements such as 'waste minimization was considered.' If treatment technology exists and is economically and technically practical, explain whether it was used or why it was not selected. Do not dilute waste simply to change its class.
Current Guidance
Current Directive 051 retains the principle that waste minimization should be implemented before deepwell disposal, that resource conservation should be pursued where possible, and that waste fluids should not be diluted to avoid classification. It also expects surface facilities generating or processing Class Ia or Ib disposal material to use sound waste-management practices.
