Yes. The D060 Section 8 excerpts say vent gas and fugitive emissions requirements are in addition to EPEA approval or AER licence conditions.
The 2025 summary also shows source-specific requirements for overall vent gas, defined vent gas, pneumatic devices, compressor seals, glycol dehydrators, and fugitive emissions surveys.
