Does third-party produced water need D058 just because it is injected into a Class Ib well?

No. Historical records indicate that Directive 058 applies to oilfield waste, such as frac flowback, not to produced water treated as production fluid.
However, If third-party frac flowback is accepted for disposal down a Class Ib well,an oilfield waste management approval is required for the surface facilities, and the scheme/well approval must also authorize Class Ib fluids.

Classify the fluid first. If it is frac flowback or another oilfield waste, build the D058 and Class Ib/II authorization path together instead of treating the issue as only an injection-well change.
