How to Submit an Enhanced Recovery Scheme Application

Overview

An enhanced recovery (ER) scheme is used to improve hydrocarbon recovery from a reservoir by injecting fluids into the reservoir. These projects may add or maintain reservoir energy, displace hydrocarbons toward producing wells, or alter reservoir fluids so recovery can be improved. Because these schemes can affect reservoir performance, offsetting rights, conservation, and regulatory approval conditions, they require a complete and technically supported application.

This guide summarizes the general process for preparing and submitting an ER scheme application through the AER Digital Data Submission system.

When This Process Applies

An application is required to implement or amend an ER scheme under section 39(1)(a) of the Oil and Gas Conservation Act. Depending on the details of the project, additional approvals from the AER or other government agencies may also be required. If changes are being made to an existing ER scheme approval, an amendment application may be required rather than a new application.

Operators should confirm the scope of the project before beginning the submission. The application should identify the reservoir, the proposed recovery method, the affected lands, and the facilities or wells that will support the project.

Application Materials

The ER scheme application is prepared using the enhanced recovery scheme application form referenced in Directive 065, including Appendix F and Schedule 1 where applicable. The form and supporting attachments must be included in the application package.

Supporting information should clearly explain the project, the proposed injection or recovery process, the reservoir context, and any technical basis for the application. Depending on the project, this may include reservoir description, maps, well lists, injection and production plans, pressure or performance data, ownership information, and supporting technical discussion.

DDS Submission Process

The application is submitted electronically using the AER Digital Data Submission system. After logging into DDS, select AER Applications, choose Submit Applications, and select Directive 065. Enter the file number in the upper-right portion of the application where applicable.

In the application information section, add the applicant using the appropriate BA code and contact information. In the application type section, select ER Scheme and provide a concise application description. The description should be clear enough for the reviewer to understand the nature of the request.

The location section should include the township, range, and meridian for the area covered by the application. At minimum, the location information should identify the area being applied for. Additional attachments should be uploaded as required to support the application.

Validation and Submission

Before submitting, review the application package for completeness and consistency. The AER validates Directive 065 applications to ensure that the required information has been provided. Incomplete applications or applications with significant errors may be closed.

A strong ER scheme application should be technically clear, internally consistent, and complete. Common issues include missing attachments, incomplete location information, unclear application descriptions, or insufficient technical support for the proposed scheme or amendment.
