How to Add a Delegate Company in IRIS

Overview

Saskatchewan IRIS allows an operator to delegate certain activities to another company, consultant, subcontractor, or service provider. A delegate can act on behalf of the operator for selected regulatory activities, including preparing submissions, answering questions, and supporting application work.

This guide summarizes how to add a delegate company in IRIS and how the delegate company assigns user permissions once delegation has been granted.

When This Process Applies

This process applies when an operator wants another organization to assist with regulatory work in IRIS. A common example is adding a regulatory consultant so they can prepare or manage selected submissions. The process requires action by both the operator and the delegate company.

The operator must first add the delegate company to its organization profile. After that, the delegate company must assign the correct delegated permission set to the appropriate user within its own IRIS account. Both steps are required before the delegate user can complete the intended work.

Operator Steps

The operator should log into IRIS using an administrator account. Administrator access is important because organization management and delegation settings are not available to every user.

From the IRIS menu, go to the security area and open organization management. In organization management, select the delegations tab and choose Add Delegate. IRIS will request the organization ID of the delegate company. The operator should verify this ID carefully before saving so access is granted to the correct company.

The operator must also enter the delegation start and end dates. These dates control when the delegate company has access. The access period should be long enough for the intended work, but it should not remain open indefinitely without review.

Delegate Steps

Once the operator has added the delegate company, the delegate must complete its own user permission setup. The delegate administrator logs into IRIS, goes to security, and opens organization management.

The administrator selects the user who needs access and uses the actions menu to edit the delegated permission sets assigned to that user. The appropriate organization is then added to the user's permissions. This step is essential because adding the delegate company does not automatically give every user in that company access to act on behalf of the operator.

Key Considerations

Most access issues occur because one side of the process is incomplete. If the delegate company has been added but the user cannot see the operator or perform the required activity, the delegate-side permissions may not have been assigned.

Operators should confirm the correct organization ID, review the delegation period, and maintain records showing why access was granted. Delegates should confirm that the correct user received the required permission set. Access should also be reviewed periodically and removed when the project or assignment is complete.

It is also good practice to confirm access before a deadline-sensitive submission is due. Waiting until the day of filing to test permissions can create avoidable delays. If the delegate cannot access the required operator or application area, confirm both the operator-side delegation and the delegate-side user permissions before troubleshooting further.
