Archive Findings
AER did not issue a formal authorization in the 2018 scenario because the Pipeline Rules allowed the line to remain operating if integrity was managed. Before flowing service resumed, AER expected a resumption application with evidence of maintained integrity.
No authorization does not mean no obligations.
